Call for the 1st Global Festival of Arbaeen and relevant regulations (1399)

 

The International Affairs Department of IRIB is hosting the 1st Global Festival of Arbaeen in a virtual manner (Jan. 18-22, 2021) with the aim of promoting Arbaeen and the great rallies marking the occasion as well as disseminating audio-visual and photographic works with the theme of Arbaeen rallies.

 

Objectives:

  • Depicting the great rallies of Arbaeen and the culture of Ashura putting on display the global nature of the epical event;
  • Disseminating the culture of Arbaeen based on its popular nature and familiarizing world people with the culture in order to attain human unity based on the manifestation of great unity and integrity emanating from the Arbaeen rallies;
  • Detecting talents, capabilities and sharing of experiences amongst artists including producers of audio-visual and photographic works in domestic and international arenas;
  • Creating conducive grounds for sharing of thoughts and knowledge through the targeted collection and presentation ofdomestic and foreign works;
  • Presenting outstanding products with the theme of Arbaeen and Ashura in domestic and international arenas aimed at institutionalizing the culture of Arbaeen throughout the world.

  • The philosophy of Arbaeen
  • Arbaeen alongside Ashura
  • Arbaeen, an icon of steadfastness, dedication and path of martyrdom
  • Arbaeen rallies, symbol of Islamic unity and strength amongst nations and religions
  • The culture of Ashura becoming a model for children and youths
  • Arbaeen Mookebs (centers that provide services to the pilgrims that participate in Arbaeen rallies), clear reflection of amity, friendship and self-sacrifice
  • Presence of women and manifestation of the Islamic dress code in Arbaeen rallies
  • Coronavirus, peoples beliefs and religious rituals (the eternal nature of Arbaeen rallies)

    Rules and regulations governing the national and intl contests:

     

  • All works and items including audio-visual works and photos that have been produced after 2017 are accepted by the festival and participation in other festivals does not hamper their participation in the 1st Global Festival of Arbaeen.

     

    General rules and regulations for participation in the festival (audio-visual works and photos)

  • Experts and scholars in the field of documentary film production, radio and television programs, video-clips and photography will be in charge of selecting and judging the artistic works.
  • The names of the members of the selection and judgment committee in every section of the festival will be announced via the festivals website and news media.
  • 1-All film-makers, TV and radio networks, institutions, state organizations, private producers and the public are free to participate in the festival.
  • 2-Registration and dispatch of artistic works can be done only via internet. Therefore, the applicants are required to refer to the festivals website http://en.Arbaeenipf.ir and complete the participation form and later upload the item. There is no need for sending the items on CD via mail.
  • 3-The uploaded visual file must be 250-1000 megabytes.
  • 4-At the time of registering the item please pay attention to the theme and the timeframe for every item related to the national and international contests. After registration at the secretariat, it will not be feasible to change the section.
  • 5-The secretariat of the festival will not be liable for an improper uploading of the items by the participants.
  • 6-In case of any problem with the specifications or the uploading of the items such as technical faults, the item will be excluded.
  • 7-All documentary films, news reports, video-clips and mobile films that find their way into the contest must have a version with an English subtitle. Otherwise, they will be excluded from the intl section of the festival.
  • 8-With regard to visual items, the participants are required to upload a teaser (max 1 minute) with the poster at the time of registration.
  • 9-It will not be possible to exclude the item after its registration at the electronic secretariat of the festival.
  • 10-A copy of the items presented to the secretariat of the festival will be kept in an archive of the festival secretariat in order to set up a databank comprising items produced with the theme of Arbaeen.
  • 11-The festival headquarters is allowed to make use of the selected items (1-3 minutes) for publicity work.
  • 12-In case of allocating the prize to more than one person in a single section the prize in cash will be presented jointly.
  • 13-The festival headquarters is allowed to put on display the selected films at cultural events related to the Global Festival of Arbaeen in a non-lucrative manner.
  • 14-If decided by the festival, all accepted items will be put on display via the festivals online platform.
  • 15-In the course of registration, the names of co-directors of a single work and their particulars must be included clearly and in complete form.
  • 16-The producer will be liable to any claim concerning material, intellectual and citizenship rights of individuals and the festival bears no responsibility in this regard.
  • 17-The participation form must be filled by the producer or his/her representative. The persons who fill the form will be held accountable concerning advertising or legal matters based on the information filled in the form.
  • 18-Works that lack the necessary technical criteria will be deleted from the contest based on decision by the secretariat.
  • 19-Commercials must not be included in the opening and closing credits of the works.
  • 20-There should be separate registration for every section and an independent tracking code must be received. Every individual can be registered in maximum three sections.
  • 21-If an Iranian participant is willing to take part in the intl contest, he must select the relevant option in the registration form. If decided so, the secretariat of the festival can offer some of the registered works for participation in the intl contest.
  • 22-The online completion of the participation form shall be regarded as the acceptance of all regulations. The secretariat of the festival will not be liable in case of any legal dispute.
  • 23-The selection committee in every section will examine the items prior to any judgment and items that are not in congruity with the festivals categories from the thematic and technical views will be excluded.
  • 24-All items that have found their way into the festival will receive the certificate of the festival.
  • 25-It is part of the prerogatives of the secretary of the festival to interpret and remove ambiguities of the regulations and adopt final decisions about force majeure thereof and make changes to some of the regulations.

     

    Special rules related to audio works:

    • 1-Those interested in the audio contest, are required to refer to the festivals website http://en.Arbaeenipf.ir for registering their works (poem & self-talk, Ashura songs, news reports, radio documentary, radio drama and combination programs) and fill the relevant form and later upload the item.
  • 2-Every participant can register maximum 3 items at the secretariat. In case of being selected in several sections, only one item is allowed to take part in the competitive part of the festival.

     

    Rules and regulations governing the photo contest:

    • 1-Individuals from all age groups as well as photographers including amateur and professional photographers are free to participate in the festival.
  • 2-Registration and dispatch of artistic works can be done only via internet. Therefore, the applicants are required to refer to the festivals website http://en.Arbaeenipf.ir and complete the participation form and later upload the item. There is no need for sending the items via mail (CD or print).
  • 3-Every participant can offer maximum 8 single photos or a photo collection (4-6 photos) taken since 2017 that are in line with the theme of the festival.
  • 4-Photos published by other media or festivals have no restriction for their participation in the festival.
  • 5-Upon the registration of an artistic work at the electronic secretariat, the participants will not be able to exclude it from the festival.
  • 6-The organizer is of the view that the individual filling the participation form at the electronic secretariat of the festival is the owner of the artistic work and the organizer of the festival will bear no responsibility if proven otherwise and the owner of the photo must take action via legal channels. In such a case, the photo will be removed from the contest and it will be formally declared.
  • 7-The use of photo editing software must not affect it graphically or the creation of images and eliminate the perspectives and dimensions. It should be noted that the light balance, increasing or decreasing contrast, color control, saturation rate control, crop, passe-partout, reducing green tint and strengthening sharpness and clarity are allowable.
  • 8-The contest will be held separately in two sections namely amateurs and professionals.
  • 9-Every photographer can take part in one of the abovementioned sections.
  • 10-Every photo must contain information regarding time, location and subject.
  • 11-With regard to the photos, various types of SLR cameras (digital & mobile) can be used in colored or monochrome forms. At last, there should be a Jpeg file with the biggest side being at least 1500 pixels in horizontal photos (width=1500 pixels) and in vertical photos (height=1500 pixels). The file must not exceed 2 megabytes. In case of not observing the said criteria the secretariat will remove the photo from the process of examination.

     

    Attention: Do not change the photos resolution (dpi) and send it based on your cameras resolution output.

  • 12-The selection committee will examine the photos prior to any judgment and photos that are not in congruity with the festivals categories from the thematic and technical views will be excluded.
  • 13-Judgment concerning amateur and professional photos will be carried out separately.
  • 14-In case of entering the contest, the photos file will be requested from the photographer in its original size for book publication or display at exhibition. In case of not presenting the original file in due time, the name of the photographer will be removed from the list of selected photographers, the exhibition and the book.
  • 15-The secretariat of the festival has the right to use the photos for publicity work and other cultural activities within the festival.
  • 16-The items entering the contest will be published digitally in cyberspace.
  • 17-The person participating in the festival and the owner of the original file of the photo will be considered as the photographer and owner of the photo and the festival will not bear responsibility if any dispute arises with regard to the ownership of the artistic work.
  • 18-If an Iranian participant is willing to take part in the intl contest, he must select the relevant option in the registration form. If decided so, the secretariat of the festival can offer some of the registered works for participation in the intl contest.
